S.T.A.N.D. Program Summertime Tips
|
The key to a successful summer can be as easy as 1, 2, and 3. Step 1: involves people, lots and lots of people; Step 2: bring food, lots of delicious food; and Step 3: bring on the competition (healthy, sportsman like of course). The S.T.A.N.D. Program has proven that it has what it takes to do summer right. To kick off summer, the program partnered with the Clinic for Child Study in a series of 3-on-3 basketball tournaments at the Tindal Recreation Center. Each participant received a t-shirt, participation medal, and trophies for the top athletes. Add food and everyone present had a great time, with a special shout out to Coach Ruth Smith, a S.T.A.N.D. probation officer, who kept the game running like clockwork. S.T.A.N.D. then had to add more summer excitement with a picnic. We invited students from Michigan State University, Innovate.Gov program, to participate in the fun. Parents, participants, and staff enjoyed picnic food and then were encouraged to work off that delicious food with healthy competitions. Judge Karen Braxton kept everyone motivated with volleyball. Participants in Referee Crutchfield's courtroom took first place bragging rights as the tug of war champions. Individuals from Innovate.Gov got involved with the water balloon toss competition and speed friending, by pairing up with the S.T.A.N.D. Program participants for 1-2 minutes to share fun facts about themselves.

Juror Appreciation
|
July was Juror Appreciation month in Michigan. Third Circuit Court jurors that appeared during the month of July were welcomed with activities such as coloring, board games, Uno, 15 minute monopoly, and crossword puzzles while in the jury assembly room. Jurors were given candy, magnets and bookmarks to take with them. Jurors listened to a brief orientation of the importance of jury duty and given our sheer appreciation of their service.

Third Circuit Court Basketball Tournament
On Friday, July 14, 2017, there were a total of 55 people (consumers and their siblings/parents) that participated in the Third Circuit Court Basketball Tournament held at Tindal Center located on the Westside of Detroit. Participants were comprised of Clinic for Child Study consumers and participants from STAND.
Arts and crafts, along with learning to play the drums, were available activities for parents, as well as those young people who did not play in the basketball tournament.
This was the 17th year for this tournament. The consumers enjoyed playing at Tindal and having their family and friends there to cheer them on to victory. Every consumer that participated in the tournament was given a Medal of Participation, as well as a t-shirt. Trophies were given to the teams that placed 1st, 2nd and 3rd. In addition, the outstanding player was awarded the MVP trophy. This event allows consumers to showcase his/her basketball skills. They did an outstanding job!

We hope you have been enjoying the summer. Labor Day is quickly approaching and school and the routine of the fall season will resume soon. This edition of the newsletter shines the light on some of our summer outreach activities in the community. Focus Hope, the Detroit Bar Association, Michigan State University's InnovateGov Program, and the City of Detroit have partnered as we delivered services to the public.
But what is the summer without a day at the ballpark? The Third Circuit Court team enjoyed a Tigers' Game on August 18th. We enjoyed home runs and hot dogs.

Judge Cameron's Appointment to Court of Appeals
The Court is pleased to announce that Governor Rick Snyder appointed the Hon. Thomas C. Cameron to the Court of Appeals. Join me in congratulating Judge Cameron and wishing him well. Judge Cameron has done an outstanding job his last three years on this Court and he will be missed. However, we get the benefit of his great legal ability as a member of the Court of Appeals.

FOC Outreach Team - Shout Out
Knowledge is power! And in an effort to create an easier way to obtain child support, custody, and parenting time information, the Wayne County Friend of the Court has assembled an Outreach Team which takes the Friend of the Court on the road in our community.
We understand the many obstacles parents may face when trying to visit our offices in downtown Detroit, so we have created a team of child support professionals which set up Friend of the Court workshops in various locations around the Metro Detroit area. This makes it easier for parents to receive one-on-one assistance with regards to support issues and to allow access to personal case information. Workshops occur monthly at culturally diverse venues such as Resource Network in Hamtramck, the U.A.W. Region 1A-Local #174 on Livernois in Detroit, FOCUS: Hope on Oakman Blvd. in Detroit, ACCESS in Dearborn, and LA SED on Vernor Hwy. in Detroit.
In 2016, the Friend of the Court Outreach Team serviced 2,976 individuals off site at these clinics and events. In 2017, they have already assisted 1,584 individuals, dispelling many common misconceptions people have about the Friend of the Court, explaining general policies and processes, as well as providing many parents with the tools needed to responsibly and proactively manage their support cases. The FOC Outreach team operates these clinics, as well as attending numerous community events, in addition to working their normally assigned duties at the Friend of the Court offices.
The Third Circuit Court thanks these staff members for devoting their time and energy to equip parents with the information they need to effectively manage their cases. For more information about Friend of the Court Outreach Programs and Events, please visit Third Circuit Court Friend of the Court.

The Third Circuit Court Civil Judges' commitment to the timely resolution of disputes launched a Discovery Mediation Pilot on Friday, August 4, 2017. The Discovery Mediation Pilot, administered and hosted by the Detroit Bar Association in the 12th floor Lawyer's Lounge, offers civil attorneys an opportunity to facilitate discovery matters with experienced mediators from 8:30 a.m. to 12:30 p.m. during Friday motion call, with two mediators available every Friday.
Retired Judges Wendy Baxter, Richard Hathaway, Kathleen Macdonald, Jeanne Stempien, and Isidore Torres, and attorney Sue Stanczyk, have served as discovery mediators so far, with plans to add additional mediators. On the inaugural day of the program, out of the six cases referred, mediators resolved five, exceeding the typical 65% resolution rate of mediation.
This innovative program is grant funded through the Mediation Tribunal Association, which has also provided logistical and financial support for a pilot program that requires early mediation in cases evaluated for $25,000 or less. The early mediation pilot, which began September 1, 2016, is another example of the Third Circuit Court Civil Judges' commitment to the timely resolution of disputes.

The Wayne Attorney Leadership Committee (WALC) is a Casey Family Program sponsored consortium of attorneys that practice Child Welfare Law in the Juvenile Section of the Third Judicial Circuit of Michigan. This group is made up of representatives from the Juvenile Attorneys Association, Office of the Attorney General, and all three Attorney Groups (CHAP, JLG, and MCLC). Their purpose is to address issues that practicing attorneys face to ensure better representation for their clients in the Juvenile Section. One of the goals that they have established is to provide specific training to address issues that will make them better practitioners. On August 7, 2017, the WALC sponsored a training forum at the Federal Reserve Building in Detroit on the Top 20 Cases in Child Welfare Law. The keynote speaker was Professor Joshua Kay from the University of Michigan Law School at the Child Advocacy Clinic of the University of Michigan. There were over 100 people in attendance, including lawyers, judges, and administrators.

Circle of Trust Educational Series
Human Trafficking Seminar
On Thursday, June 22, 2017 there were a total of 84 people (65 consumers and their siblings/parents) that attended The Circle of Trust Educational Series on Human Trafficking. The purpose of this event was to provide our consumers and their families with a working definition and indicators of human trafficking and the types of venues where human trafficking takes place. Speakers included Nate Knapper, Special Agent from the U.S. Department of Justice Federal Bureau of Investigation, Sgt. Bobby Ward, Detroit Police-Sex Crimes, Kalimah Johnson, CEO of SASHA Center (Sexual Assault Services for Holistic Healing and Awareness) and a member from the Wayne County Prosecutors Office. Youth and families were provided with resource materials so they could learn more and stay safe in the community.

Boys and Girls Club Visit
On Tuesday, August 15, 2017, a group of young people from the Boys and Girls Club of Metropolitan Detroit came to visit the Lincoln Hall of Juvenile Justice. They came to the courtroom of Presiding Judge Virgil Smith and observed several cases to learn about juveniles that sometimes do not comply with the law. They were chaperoned by former Assistant Wayne County Prosecutor Hervey Jenkins. Mr. Jenkins was a former Assistant Prosecutor who was assigned to Judge Smith's courtroom for a number of years. Judge Smith took some time out to speak to them and answer their questions.

On July 19th at the 2017 Summer Breeze event held at the Detroit Yacht Club, the Detroit Bar Association Barristers presented this year's Firm Foundation Award to Chief Judge Colombo and the Court's Law Day Staff and Volunteers led by the Administrative Trio of Jan Hiller, Jeannette Heacox, and Jalona Colvard and Lynn Reeves. This award is designed to recognize the generous and sustaining support provided by a local law firm or other legal organization to members of the Barristers and the programs they put on.

The Third Judicial Circuit Summer Internship Program hosted 28 Interns earlier this summer, with 12 Civil Judges and 3 Criminal Judges participating as hosts for the program. Judge Halloran took unofficial honors as the judge with the most interns; he hosted eight of the Interns in his chambers. Many of the Interns were enrolled in U of D Mercy's Canadian and American Dual JD Law program. The summer lunch sessions gave the Interns a chance to learn the processes and procedures of the courtrooms, what is expected of attorneys in the Third Circuit Court, and also the paths taken by various speakers to their specific current positions. The speakers included Criminal Division Presiding Judge Kenny; Domestic Relations Presiding Judge McCarthy; Chief Judge Colombo; and Domestic Relations Referee Christine Rodriquez. In addition, the Court Administrators and Attorneys volunteering their time to pass on their knowledge and advice were Criminal Division Deputy Court Administrator Alisa Shannon, Associate General Counsel for the Criminal Division Kimberley Reed-Thompson, Associate General Counsel for the Civil Division Ellen Sharf, Associate General Counsel for the Family Division Cynthia Sherburn, FOC Attorney Jillian Fitzgerald, Law Clerk Eric Minch (Judge Popke), and Law Clerk Elizabeth Daligga (formerly with Judge Hughes). The Interns participated in a New Social Worker training and tour session at the Lincoln Hall of Justice and were able to sit in on Juvenile hearings. The Interns were also invited to the Detroit Bar Association's Summer Breeze Reception and the program ended with a lunch at Miller Canfield for a mix and mingle with Miller Canfield's summer interns. Intern feedback given about the program included, "I feel that I was able to grasp more inside knowledge about what the legal system is like in different courts" and "I really enjoyed the session at the Juvenile Court at Lincoln Hall. It was great because we got to join a tour, sit in on part of a training session for social workers, and given the opportunity to sit in on a hearing." Special thanks go to Lisa Stroud, Administrative Assistant to General Counsel Richard Lynch, for her role in coordinating the logistics for the entire program and to Associate General Counsel Cynthia Sherburn for preparing the legal handouts for the program each week. We're already looking forward to next summer's program!

2017 Community Health Fair at Eastern Market
On July 18th, the Adult Mental Health Court held its Annual Community Health Fair at Eastern Market. Over 85 vendors were on site and provided a plethora of valuable information, resource materials, as well as services. This year's fair was the most successful to date, it drew over 700 attendees.
A special thank you to Presiding Judge Kenny, the partners at Central City Integrated Health, MSU Extension, and the incredible community partners who made this year's fair possible.
